A large-scale restoration of the building of the Bacteriological Institute of the Perm Provincial Zemstvo begins in Perm. This was reported in the DOM Bank.The Russian Federation, which provided the developer with a loan of 183 million rubles for the work.
The architectural object of the early 20th century, created by Evgeny Voloshinov, was in disrepair for many years: the floors were destroyed, engineering systems were lost, and there was a serious crack on the facade. The building is located on Kuibyshev Street. It will be restored to its historical appearance, adapted to office and administrative needs.
The loan for its restoration was provided under the presidential program of preferential financing for the restoration of cultural heritage sites at a rate of 9%. This program operates in all regions of the country. It is "becoming an important mechanism for supporting projects that combine the restoration of monuments and their adaptation to modern needs," noted DOM.RF Bank.
"The restoration of historical buildings is an important part of urban development. Such projects make it possible to preserve architectural monuments and return them to their current function. The concessional lending program makes their implementation economically possible," said the Deputy Chairman of the Board of DOM Bank.Russian Federation Anton Medvedev.
The program for the restoration of cultural heritage sites is designed for the long term: by 2030, about 1,000 historical buildings are planned to be restored and put into economic circulation in Russia. The operator of this initiative is the state—owned company DOM.RF.
The restoration of the building of the Bacteriological Institute of the Perm Provincial Zemstvo with an area of 1.6 thousand square meters is carried out in parallel with the construction of a business class clubhouse. The developer expects that the proximity of a modern apartment building and a restored architectural monument will create a high-quality urban environment in which new facilities are developed in a respectful dialogue with the historical buildings.
The history of the building is closely connected with the development of medicine in the Kama region. At the end of the 19th century, the Zemstvo invited doctor Vladimir Zdravosmyslov to Perm to organize a bacteriological station. Initially, it was located in a small wooden building and had only a few rooms. In the early years, anti—diphtheria serum and rabies vaccines were produced here, and later anti-scarlet fever, cholera and dysentery drugs. Then a new building was built, for which Zdravosmyslov himself designed the layout. In 1912, the laboratory received the status of an institute and moved to a modern complex at that time. Subsequently, new departments were opened here, the production of medicines expanded, and during the Soviet period the institute became one of the most important scientific centers in the region. Later, the Biomed scientific and production association was formed on its basis.
