The Supreme Court of the Russian Federation has granted the defense's request to change the territorial jurisdiction of Mikhail Pichugin, who violated the rules of operation of water transport in the Sea of Okhotsk and drifted on a catamaran boat for 67 days. This was reported on December 15 by a correspondent of Izvestia.
The request for a change of territorial jurisdiction was sent at the request of the defendant's mother, who sought consideration in Ulan-Ude.
According to investigators, in July 2024, Pichugin entered false information about the characteristics of the outboard motor into the contract of sale of the boat. He submitted this document to the department of the GIMS Center of the Ministry of Emergency Situations of Russia in the Sakhalin region. On the basis of an unreliable purchase and sale agreement, the vessel was allowed to operate.
The criminal case was initiated in accordance with Part 5 of Article 327 of the Criminal Code of the Russian Federation ("The use of a knowingly forged document"), Part 3 of Article 263 of the Criminal Code ("Violation of the rules of traffic safety and operation of maritime transport, which negligently resulted in the death of two persons").
On October 10, it became known that despite the malfunction of the engine cooling system, Pichugin continued swimming in the restricted area. As a result of the engine failure, the Baykat 470 catamaran was in an uncontrolled drift, which led to the death of two of its relatives.
On October 15, 2024, fishermen discovered a boat in the waters of the Sea of Okhotsk in Kamchatka, which disappeared on August 9. The only survivor, Mikhail Pichugin, was on it, and there were the bodies of two of his relatives — his brother and nephew.
Pichugin was taken to Magadan and hospitalized. After being discharged at the end of the same month, he returned to Buryatia. In January of this year, Pichugin confessed to violating the law. It was clarified that he had gone beyond the 3 km allowed by law from the coast. The investigators also charged the man with violating the rules of operation of a small vessel, resulting in the death of people.
