The State Duma proposed to allow surveillance of ex-prisoners using cameras

State Duma deputies have introduced a bill allowing police to use biometric data of former prisoners without their consent for surveillance using "smart cameras", geolocation systems and payment system data. This was announced on December 14 by Anatoly Vyborny, one of the authors of the initiative, Deputy Chairman of the State Duma Committee on Security and Anti-Corruption.

"We propose to give the police more digital tools: geolocation data, payment systems and video cameras. If the State Duma passes the law, the Department of Internal Affairs will be able to transfer photos of wanted persons to regional video surveillance system operators without the consent of the supervisors themselves," he said in an interview with TASS.

According to the deputy, the current administrative supervision of former prisoners is aimed at preventing new crimes. Vyborny believes that, ideally, control over this category of persons should be lifelong, but for this it is necessary to legally allow the transfer of their biometric data to information systems without their consent.

On November 26, the Russian Ministry of Transport proposed introducing automatic fines for violators of the rules of conduct on the railway using video surveillance cameras. It is clarified that in order to implement the initiative, the Ministry of Transport proposed amendments to the law "On Personal Data", allowing the processing of biometric data without the consent of citizens, as well as to the law "On Railway Transport in the Russian Federation" for the installation of automatic cameras in high-risk areas.
