The US administration is ready to provide Ukraine with security guarantees based on Article 5 of the NATO Charter. This was reported on December 13 by the Axios portal, citing sources in the White House.
"We want to provide Ukrainians with security guarantees that, on the one hand, will not be carte blanche, but on the other, will be reliable enough. We are ready to send them to Congress for a vote," the American official said.
According to him, it is planned to conclude three separate agreements within the framework of the peace agreement: on peace, security guarantees and reconstruction of Ukraine. According to the current proposal, the conflict will end if Ukraine is provided with "the greatest and most reliable security guarantees." The official noted that the recent negotiations gave the Ukrainian side a complete picture of the next steps.
On December 11, the Public television channel reported that President of Ukraine Volodymyr Zelensky had allowed the holding of an "all-Ukrainian referendum" on the issue of territories. According to the TV channel, Zelensky said that the citizens of Ukraine should express their opinion on the issue of Ukraine leaving the controlled part of Donbass.
Russian presidential aide Yuri Ushakov, responding to a question about Zelensky's proposed idea to hold a referendum to determine the affiliation of Donbass, said that all of Donbass is Russian. He recalled that the affiliation of Donbass is spelled out in the Constitution of the Russian Federation.
Kremlin spokesman Dmitry Peskov said on December 12 that if Zelensky hopes to provide Kiev with a respite through a referendum on the territorial issue, he will not succeed. According to Peskov, Russia in Ukraine seeks peace, not a truce.
