Russians can be fined for placing New Year's garlands on house facades, windows and in entrances in violation of fire safety requirements. This was reported on December 13 in the Civic Chamber of the Russian Federation.
Evgeny Masharov, a member of the CC RF commission for the public examination of draft laws, explained that for such violations an administrative fine is provided for citizens in the amount of 5 to 15 thousand rubles. He clarified that there is no direct prohibition on placing garlands on the outside of windows or on facades in the legislation, however, when installing them, fire safety rules should not be violated.
Masharov told RIA Novosti that if drilling the walls or redesigning the facade is required to fix the garland, such actions should be coordinated with the management company or the HOA. According to him, in case of complaints from neighbors or the Criminal Code, the staff of the Ministry of Emergency Situations carry out an inspection and can draw up a protocol if the use of garlands not intended for outdoor use is detected.

Experts also pointed out that it is preferable to choose Christmas trees with a metal trunk and without visible damage, since the quality of the materials directly affects the safety of use.
