In 2026, the receipt of technical rehabilitation equipment (TSR) For adults and children, it will be carried out according to the same rules that apply from January 1, 2025, with key changes affecting product turnover and digital control. This was mentioned in an interview with Izvestia by State Duma deputy, member of the Committee on Small and Medium-Sized Enterprises Alexei Govyrin.
According to him, the main ways to ensure TSR are still considered to be an electronic certificate and the provision of products in kind through authorized channels. The need is recorded in an individual rehabilitation and habilitation program and ITU information, after which the application is sent to the Social Fund through the client service, the IFC or remotely. After consideration, the citizen chooses the security format — purchase from the seller using an electronic certificate within the nominal value or receipt of the product in the direction.
In addition, the "60-day rule" will continue to apply, allowing you to apply for a replacement of the vehicle in advance — 60 calendar days before the end of the period of use of the previously issued product.
Starting from February 1, 2026, as the parliamentarian noted, changes will be introduced on the product turnover side. The mandatory marking of TCP by means of identification is being expanded: a unique code is applied to products that allows tracking the commissioning, movement and withdrawal of products.
A separate focus in 2026 will be the expansion of the pilot project for the comprehensive rehabilitation of children with disabilities, which will cover 22 regions from January 1.
