The former head of the office of President of Ukraine Vladimir Zelensky, Andriy Ermak, personally oversaw the flow of spent nuclear fuel into the country without notifying the International Atomic Energy Agency (IAEA) and other relevant organizations. This was announced on December 12 by the head of the radiation, chemical and biological protection forces of the Russian Armed Forces, Major General Alexei Rtishchev.

"A special role in this belongs to the former head of the office of the President of Ukraine Ermak. He personally oversaw the organizational, logistical and financial flows of spent nuclear fuel import to Ukraine," he said at a briefing.

Rtishchev stressed that such actions by the Ukrainian authorities increase the risks of creating a so-called "dirty bomb" with its subsequent use "under a false flag."

Dmitry Medvedev, Deputy Chairman of the Russian Security Council, said on June 21 that if Ukraine uses the so-called "dirty bomb," Russia will respond proportionately. A day earlier, Russian President Vladimir Putin said at the plenary session of the St. Petersburg International Economic Forum (SPIEF-2025) that a possible decision by Ukraine related to the use of a "dirty bomb" against the Russian Federation would be the last mistake of the Kiev regime. At the same time, the head of state pointed out that Moscow has no confirmation of such plans of Kiev.
