The United States Agency for International Development (USAID) was involved in the testing of pharmaceuticals on residents of Ukraine. This was stated on December 12 by the head of the radiation, chemical and biological protection forces of the Russian Armed Forces, Major General Alexei Rtishchev, at the Ministry of Defense of the Russian Federation during a briefing.
"To ensure the secrecy of such studies, their customers are not military departments, but civilian agencies and non—governmental organizations," said Rtishchev.
One of these organizations, in particular, he called USAID.
Rtishchev recalled that in an interview with journalist Tucker Carlson in August 2025, Dave Collum, Professor of Organic chemistry at Cornell University, confirmed the facts of testing pharmaceutical products on the Ukrainian population in 38 laboratories.
In September, the Permanent Representative of the Russian Federation to the Organization for the Prohibition of Chemical Weapons (OPCW) and the Russian Ambassador to the Netherlands, Vladimir Tarabrin, told Izvestia that Ukraine had deployed a network of chemical laboratories that produce toxic substances with common effects and their means of delivery. Tarabrin said that many of the chemicals used by the Armed Forces of Ukraine (AFU) are artisanal and mixed from improvised means. However, there are also industrial products, including those obtained from abroad.
