The State Duma has proposed new restrictions for convicted relocators
Convicted citizens of the Russian Federation who have left the country may face new restrictions, such as a ban on changing their passport or entering into a marriage.Such amendments were submitted to the State Duma on December 11 by deputies, including Vasily Piskarev, head of the Chamber's Committee on Security and Anti—Corruption, and the United Russia party.
"Temporary restrictive measures are applied to individuals located outside the Russian Federation who evade criminal punishment and (or) administrative punishment imposed for committing an administrative offense under Part 42 of Article 19.5, Articles 19.34, 20.32, 20.33, 20.34, 20.33 of the Code of Administrative Offenses of the Russian Federation <...> in order to ensure the execution of criminal and (or) administrative penalties," the document explains.
When contacting Russian consulates abroad, such relocators will no longer be able to obtain and change passports, change their full names or arrange a marriage, make changes to the registry office and receive repeated documents from there, legalize foreign documents, receive certain notarial services and require documents stored in Russia.
Also, persons subject to restrictions will not be provided with assistance in case of arrest in another country or being in a situation without means of livelihood.
On October 14, State Duma deputy, Chairman of the Committee on Security and Anti-Corruption Vasily Piskarev told Izvestia that anti-Russian foreign agents enjoy the support of representatives of the European Parliament (EP) and the Parliamentary Assembly of the Council of Europe (PACE), involving relocators in activities against the Russian Federation.
