Utility bills for December 2025 will need to be paid by January 12, 2026. Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, warned about this on December 11 in an interview with RT.

The deputy recalled that according to the decree of the Government of the Russian Federation No. 354, the consumer is obliged to pay for utilities no later than the 10th day of the month following the settlement. However, in January 2026, the 10th day falls on a Saturday, so the deadline is postponed to the next working day - Monday, January 12th.

"Thus, citizens can pay December receipts up to and including January 12, 2026, without the risk of penalties," Yakubovsky stressed.

Stepan Cupanchikov, commercial Director of Teplokom, told Izvestia on December 10 that utility tariffs in Russia would increase by an average of almost 18% in 2026, and the increase would take place in two stages. The main reason for the tariff revision is the transition to a new model of tariff regulation, which is aimed at the financial stability of the utility sector and attracting investments in system modernization, the expert noted.
