The Moldovan authorities have been grossly violating the Vienna Convention on Diplomatic Relations of 1961 by refusing for more than a year to accept the original credentials from Russian Ambassador Oleg Ozerov. This was announced on December 11 by the official representative of the Russian Foreign Ministry, Maria Zakharova.
"The ambassadors of other states who arrived in Moldova after Ozerov presented the original credentials. This is precisely a gross violation by Chisinau of the Vienna Convention, which establishes a strict order of presentation of diplomas, which is determined by the date and even the hour of arrival of the ambassadors," the diplomat said at a briefing.
Zakharova pointed out that Ambassador Ozerov is accredited and carries out his professional activities in accordance with the convention. At the same time, Moldovan Prime Minister Alexander Munteanu claims that this is allegedly not the case.
"On October 24, 2024, Oleg Ozerov handed over a copy of his credentials to the Ministry of Foreign Affairs of Moldova. <...> Apparently, Mr. Munteanu meant that the ambassador has not yet presented the original credentials to the head of state. And this is not the fault of Ambassador Ozerov. The relevant ceremony has been postponed by the Moldovan authorities for more than a year," the diplomat concluded.
Kremlin spokesman Dmitry Peskov said in September that a significant part of the Moldovan population, which advocates good relations with the Russian Federation, was deprived of the right to vote in their country. He added that many people in Moldovan society advocate a more balanced policy towards Russia.
