France may again face a government shutdown due to a failed budget if the draft law for 2026 is not approved by the end of 2025. This was reported on December 11 by the Reuters news agency.
"I remain convinced that the adoption of the budget by the end of the year is still possible," French Finance Minister Roland Lecure said.
The bill is currently being debated in the Senate after the lower house rejected its tax provisions. A vote in the upper house is scheduled for early next week, after which a joint committee of both chambers will develop a new version for approval by the lower house by December 23.
The government of Prime Minister Sebastian Lecorny is limited in maneuvers, as budget disputes have already led to the overthrow of three cabinets after the loss of the parliamentary majority by French President Emmanuel Macron.
Lecorniu stressed that, if necessary, Parliament can adopt a temporary law allowing for continued spending and tax collection according to the rules of the 2025 budget. According to the minister's forecast, the budget deficit for 2026 will amount to about 5% of GDP against the initially planned 4.7%.
In November, the National Assembly (the lower house of parliament) of France rejected the draft revenue items of the state budget for 2026, which blocked the debate on the expenditure side of the budget, including military appropriations. Lecorny has already instructed French Minister of the Armed Forces Catherine Vautrin to prepare a plan for financing defense needs in case the deputies fail to pass the budget bill for 2026 on time.
