Traffic police reminded of the need to re-register cars in new regions of the Russian Federation

Citizens and legal entities who permanently resided in the territories of the new subjects at the time of their admission to the Russian Federation are required to replace documents and vehicle registration plates with Russian ones by the end of 2025. This was reported to Izvestia on December 11 by the State Traffic Inspectorate of the Ministry of Internal Affairs of the Russian Federation.

"From January 1, 2026, driving a car that has not been re-registered will be qualified under Part 1 of Article 12.1 of the Administrative Code of the Russian Federation ("Driving a vehicle that is not registered in accordance with the established procedure", a fine of 500 to 800 rubles). For the repeated commission of this offense, stricter liability is provided under Part 1.1 of the specified article, up to the deprivation of the right to manage," the department recalled.

The State Traffic Inspectorate drew special attention of residents of the new regions of the country to the inadmissibility of using registration plates of the Donetsk and Lugansk People's Republics or Ukraine if Russian documents and license plates have already been issued for the car. Such actions are qualified as an administrative offense, the responsibility for which is established by Part 4 of Article 12.2 of the Administrative Code of the Russian Federation ("The use of knowingly forged state registration plates"), the traffic police noted.

The department reported that currently 34 divisions of the State Traffic Inspectorate are operating in the new regions of Russia, including mobile complexes in which registration documents and license plates can be replaced. 12 of them work in the LPR, 11 in the DPR, seven in the Zaporizhia region and four in the Kherson region. The network of registration and examination units in the territories of new subjects of the Russian Federation is constantly expanding.

Since August 2022, more than 1.2 million registration actions have already been carried out with vehicles of residents of new regions, the State Traffic Inspectorate of the Ministry of Internal Affairs of the Russian Federation said. At the same time, the number of newly registered cars continues to increase daily, the police noted.

"The State Traffic Inspectorate calls on those car owners who have not yet done this to show civil responsibility and fulfill in advance the duty established by law to re—register their vehicles in order to avoid negative legal consequences," the department recalled.

Earlier, on December 5, the Russian State Traffic Inspectorate denied information about the allegedly planned introduction of regulations aimed at limiting the registration of vehicles with extended service life. The ministry noted that the issue of amendments to the legislation in the field of registration regarding restrictions for vehicles with extended service life is not being considered by the State Traffic Inspectorate.
