In 2026, the procedure for registering individual entrepreneurs in Russia has become noticeably easier due to the automation of many stages. The Federal Tax Service (FTS) has updated the procedure for submitting applications, introduced electronic forms of documents and expanded the capabilities of online services, which reduced the processing time and reduced the number of errors. According to Igor Vakhromov, a member of the Russian Bar Association, the basic procedure for registering sole proprietors in 2026 has not formally changed, but the key simplifications are related to digitalization and the elimination of excessive requirements.

"The key procedure remains the same — filing an application on the form P21001 with the tax authority. At the same time, starting in 2024, the obligation to submit a receipt for payment of state duty in the amount of 800 rubles has been abolished: the Federal Tax Service independently verifies the fact of payment through interdepartmental channels. This has greatly simplified remote registration," the expert explained.

He noted that simplified and seamless registration formats continue to operate for users of the Gosuslugi portal and customers of online banks. The main trend, according to him, is a reduction in document flow and a complete transition to a digital environment.

Starting from January 1, 2026, Vakhromov added, paper certificates of registration of sole proprietors have been completely abolished. The confirmation of the entrepreneur's status was an electronic extract from the Unified State Register of Taxpayers, which is automatically generated after registration and sent to the applicant's email address. The document contains the INN, registration date and details of the tax authority, and the electronic signature of the Federal Tax Service gives it full legal force.

The expert also pointed out that the registration period is formally maintained at the level of three working days, however, when submitting documents in electronic form, the procedure in practice may take one working day.

Requirements for future entrepreneurs and documents

The requirements for registration data in 2026 remain the same, but the collection of documents has become easier due to the automatic exchange between departmental databases. To apply, you still need a passport of a citizen of the Russian Federation, an INN and a verified account on the Gosuslug portal.

When registering through electronic services, most of the information is confirmed automatically, which eliminates the need to provide paper copies. This is especially important when applying online: the system independently compares data from the applicant's profile, information from the Ministry of Internal Affairs and tax authorities.

When using specialized digital services, additional support is available to an entrepreneur, including assistance in choosing OKVED codes and the ability to immediately open a checking account for a business, which speeds up the start of business. Mandatory individual entrepreneur insurance premiums have also become easier to administer.

The fixed amount of contributions for the full year 2026 is 57,390 rubles and is payable regardless of the fact of income. Additionally, entrepreneurs are required to transfer 1% of income over 300 thousand rubles, while the maximum amount of additional contributions for 2026 is limited to 321,818 rubles. The deadline for their payment is July 1, 2027.

Step-by-step instructions for opening an individual entrepreneur in 2026

Choosing the registration method is a key moment for a novice entrepreneur. In 2026, four options are available: through the services of the Federal Tax Service, the Gosuslug portal, the MFC, or specialized online platforms. All methods involve electronic document management and allow you to obtain IP status without personal visits to the tax office, except in certain cases of identity verification. The procedure includes several steps.

First, the applicant is authorized by Gosuslugi and fills out an electronic application form. At this stage, the system automatically pulls up passport data, INN and registration address. The entrepreneur needs to specify the types of activities, select the tax regime and confirm the correctness of the information.

Then the application is signed with an enhanced electronic signature, which is generated automatically within the framework of the service. After sending the data to the Federal Tax Service, registration takes up to three business days. Upon its completion, the entrepreneur receives an electronic extract from the Unified State Register of Legal Entities, which is considered the only official document on registration.

Choosing a tax regime and applying online

In 2026, several tax systems are available to entrepreneurs, including the general regime, the USN and the USN. For small businesses, an automated simplified taxation system is of particular interest, in which the tax service independently calculates the amount of tax, and the entrepreneur does not need to submit reports. Insurance premiums under the insurance policy are included in the tax rate, which reduces the administrative burden.

"In 2026, the income threshold for VAT exemption is reduced to 20 million rubles. In 2027, it will amount to 15 million rubles, and starting in 2028 — 10 million rubles. If the limit is exceeded, the entrepreneur will be able to choose either a turnover VAT at a rate of 5-7%, or a classic VAT," the expert noted.

When choosing the STS, the "income" and "income minus expenses" options remain, but since 2026, the procedure for calculating the additional 1% contribution under the "income minus expenses" scheme has changed, which should be taken into account when planning the financial burden. The application for registration of an individual entrepreneur and the choice of tax regime are available in one window of the online service.

After submitting the form, the entrepreneur can immediately activate the required mode, receive the details of the Unified Tax Account and start working. In 2026, business support measures are being maintained and expanded.

Young entrepreneurs under the age of 25 can apply for grants of up to 500 thousand rubles, and residents of the Arctic zone — up to 1 million rubles. These programs remain one of the tools for stimulating small businesses and developing the regional economy.
