Politico learned about the discussion in the EU of an alternative plan to help Kiev
The European Union (EU) countries are discussing an alternative plan to finance Ukraine without using frozen Russian assets. This was reported by the Politico newspaper on December 11.
According to the newspaper, the plan includes the provision of financial assistance by allocating funds from the countries' own budgets. Germany, the Scandinavian countries and the Baltic states are said to be the most likely participants in the deal.
"This option is not among the proposals of the [European] Commission, but diplomats are privately discussing it," the article says.
At the same time, the negotiators are aware that such a plan is fraught with a "serious split" in the EU, since individual countries will commit themselves to helping Kiev to the detriment of the principle of solidarity in unification, adds "Газета.Ru ".
On December 8, European Commission (EC) President Ursula von der Leyen said after a meeting of European leaders and talks with Ukrainian President Volodymyr Zelensky that it was necessary to make a decision on the withdrawal of frozen Russian assets as soon as possible.
On the same day, the head of Euroclear, Valerie Urbain, announced that Belgium would not be able to transfer frozen Russian assets to the EU to finance Kiev. According to the Frankfurter Allgemeine Zeitung newspaper, the scheme of a "reparative loan" proposed by the EC to Ukraine is "questionable from the point of view of law," as it affects "absolutely unexplored territory" and endangers financial stability.
