The Director General of the International Atomic Energy Agency (IAEA), Rafael Grossi, announced on December 11 that his organization could not name those responsible for the attacks on the Zaporizhia Nuclear Power Plant (NPP) due to lack of confidence in the physical evidence.

"We — and I'm not criticizing the fact that sometimes, for security reasons, we are not allowed to go to the site immediately after an attack — we can't always quickly inspect everything. But you understand, and this is not a reproach to anyone, that an inspection of the wreckage after 24 or 30 hours from the point of view of forensic examination means that the physical evidence could have already been changed or moved," Grossi said in an interview with RIA Novosti.
