The chief technical inspector of labor of the FNPR spoke about the problem of getting teenagers to work

Alexey Bezyukov, Chief Technical Labor Inspector of the Federation of Independent Trade Unions of Russia (FNPR), said that employers often violate legal requirements when recruiting teenagers to work. According to him, despite the strict provisions of the Labor Code, minors often work without official registration.

"The work of minors in harmful and difficult jobs is prohibited by law, but in practice, adolescents are often attracted to "gray" employment. They receive assignments and remuneration in cash, without signing contracts. In case of accidents, it is extremely difficult to prove the fact of an employment relationship and hold the employer accountable," Bezyukov said.

According to the expert, one of the reasons for such violations is the low awareness of adolescents and their parents about their rights, as well as the difficult economic situation in their families. He added that state control in this area is insufficient, and more often than not, minors are illegally hired by small and microbusiness enterprises that formally belong to the low-risk category and rarely pass inspections.

Many companies that employ adolescent labor are shutting down and opening under a different name. As a result, a gray area is formed where the labor rights of minors are not actually protected, the representative of the FNPR emphasized.

Earlier it became known that the Ministry of Labor proposed to improve approaches to the labor protection of minors. Currently, the ban on their employment affects almost 2.2 thousand professions. However, employers circumvent the established norms by simply changing the job title. The new list of the department establishes the types of work that cannot be done before the age of 18. The relevant draft order is currently undergoing public discussion.
