A group of deputies from the Liberal Democratic Party, led by party chairman Leonid Slutsky, intends to submit to the State Duma a bill proposing to exempt from conscription participants in a special military operation who have signed contracts with organizations that contribute to the tasks of the Russian Armed Forces. This became known on December 10.

"These people have fulfilled their duty. Their contribution to our common victory is obvious, and the state should enshrine this in law," Slutsky told TASS.

He also added that the Liberal Democratic Party will seek fair treatment for every defender of the Fatherland.

It is noted that the draft law, which provides for amendments to article 23 of the law "On Military Duty and Military Service," extends the right to exemption from conscription to those members of the military who have been performing tasks in the combat zone for at least six months, were treated after wounds or were in captivity. The initiative equates citizens who served under contract in organizations providing assistance to the Armed Forces of the Russian Federation to volunteers.

According to Slutsky, some of these contract soldiers, despite their combat experience, veteran certificates and state awards, continue to receive summonses from military enlistment offices. He noted that the current situation resembles the absurdity when people who have returned to peaceful life and need to be restored are forced to prove why they should not become recruits again.

Earlier, on December 9, the State Duma at a plenary session in the second and third readings adopted four laws expanding measures to support participants in a special military operation (SVO) and their families.

The adopted laws provide for free travel of a serviceman and two close relatives to the place of military medical examination and back, the extension of benefits for adult children of participants of the military medical school after graduation until September 1, as well as the granting of authority to the regions to establish additional housing measures for families of military personnel who died in the line of duty.
