The document emphasizes that such decisions should have been made by the governing body of FIFA, and not solely by the president of the organization, and that interference with neutrality could undermine the trust of fans.

FIFA has not yet commented on the complaint, noting that the ethics committee does not evaluate ongoing investigations.
