On December 9, Russian President Vladimir Putin, during a meeting of the Council for the Development of Civil Society and Human Rights, agreed that adjustments were needed to the procedure for providing palliative care.
According to him, palliative medicine is the most merciful direction.
He noted that "life is incurable" if you look at things dryly, therefore palliative medicine is important.
