Starting from February 1, 2026, Russia will undergo significant changes in the system of social guarantees and benefits for families with children. According to Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, in an interview with Izvestia on December 10, maternity capital will be increased by 6.8%.

"As a result, the amount of maternity capital for families who have received a certificate for a second child, provided that it was not issued for the first, will amount to 974 thousand rubles. The amount of payment for the first child will reach 737 thousand rubles," she said.

According to the parliamentarian, the possibility of extending maternity capital funds to the third and subsequent children is currently being considered at the federal level. This practice has already been successfully applied in a number of regions. For example, in the Krasnodar Territory, 167 thousand rubles are allocated from the regional budget for every third and subsequent child. Bessarab stressed that such an approach needs to be expanded at the federal level.

The deputy noted the scale of financial support for families with children from the state, allocating about 10 trillion rubles for these purposes in the near future. This so-called children's budget includes, in particular, a single allowance for the birth and upbringing of a child, which begins to be paid from early pregnancy, if necessary, and continues until the child reaches the age of 17.

In addition, Bessarab recalled other significant support measures.

"The maximum monthly allowance for child care under the age of one and a half years is 83 thousand rubles. The amount of maternity allowance during the normal course of pregnancy exceeds 955 thousand rubles," she said.

According to the parliamentarian, these measures clearly demonstrate the consistent policy of the state to support Russian families and children.

On November 28, State Duma deputies from the Fair Russia faction made a proposal to establish a progressive scale of maternity capital. Payments for the second child will amount to 933 thousand rubles, and for the third and subsequent ones — about 1.4 million rubles. The author of the initiative was the leader of the Just Russia party, the head of the Duma faction, Sergei Mironov.
