The State Duma adopted a law on the right of access to NSPK data for Rosfinmonitoring

On December 9, the State Duma (State Duma) adopted in the final third reading a law that grants Rosfinmonitoring the right to receive information about transactions using payment cards from the National Payment Card System (NSPK). The relevant draft law has been published on the website of the legislative support system.

The document was submitted by the Government of the Russian Federation. It is aimed at combating the legalization of proceeds from crime and the financing of terrorism.

The law provides for the gratuitous provision to Rosfinmonitoring of data on transactions carried out through a personal account, using a quick payment system (SBP) or otherwise. Information will be transmitted, among other things, through a single system of interdepartmental electronic interaction. The amendments approved by the State Duma Committee on Financial Market also allow the agency to receive information about transactions using the universal payment code.

According to the explanatory note, the new measure will make it possible to fill in the missing information about transfers through the SBP and the Mir system, speed up checks and reduce the burden on banks by reducing the number of "fan" requests.

The procedure, timing, volume and composition of the information provided will be determined by an agreement between Rosfinmonitoring and the NSPK operator, agreed with the Central Bank of the Russian Federation. The law will come into force on September 1, 2026.

According to the regulator, if you are still transferring money to another person, for example, paying for goods or services, sending a gift to a colleague or relatives, be sure to specify the purpose of the payment.
