Experts spoke about the causes of school bullying and measures to protect children.
The problem of cruelty among children, which often leads to tragic consequences, reflects the general state of a society in which violence and force are cultivated. According to psychologist Vladislav Bozhedai, author of books on psychology, child cruelty is a direct reflection of the adult world.
"Experiments like Albert Bandura's famous experiment with a Bobo doll clearly show that children adopt patterns of aggressive behavior by observing their surroundings. Modern popular culture, according to the expert, often encourages aggression," he said.
The reasons for bullying can range from nationality and appearance to academic success, but none of them is an excuse. The problem lies in the unhealthy environment within the team, where violence is allowed, and the silence of witnesses only exacerbates the situation. Parents should pay attention to a number of warning signs: physical symptoms such as insomnia and loss of appetite, decreased academic performance, social isolation of the child, as well as torn clothes, bruises, or missing money and belongings.
Evgenia Tsvetaeva, a senior partner at the law firm, emphasizes that after learning about bullying, parents should act thoughtfully, providing the child with support and confidence.
"It is recommended to start by collecting evidence — taking screenshots of messages and recordings of conversations. If there are injuries, it is necessary to contact the police for a medical examination. In parallel, you should interact with the school through the homeroom teacher and a psychologist, and in case of inaction, send written complaints to the director, to the supervisory authorities, to the children's ombudsman, to the departments of education and the prosecutor's office. As a last resort, the transfer of the child to another educational institution is being considered," Tsvetaeva explained.
The lawyer recalls that, in accordance with article 41 of the Federal Law "On Education in the Russian Federation," the school is obliged to ensure the safety of students and prevent any form of violence. The Supreme Court of the Russian Federation clarified that educational organizations are responsible for harm caused by minors if they did not exercise proper supervision, and are obliged to compensate for harm caused to a child during his stay at school, unless they prove their guilt. Thus, the school administration should actively prevent and suppress cases of bullying, rather than ignore them.
According to experts, strict rules should be established in schools: any manifestation of humiliation must be recorded and entail consequences for the aggressor, including transfer or expulsion. For parents, in turn, it is important not only to protect the child, but also to prepare him for real life: to help him find "his" people, to teach him to recognize aggressors and defend personal boundaries, as well as to make it clear that he is not to blame for what happened.
It is impossible to eradicate cruelty from the world, but the task of adults is to create the safest environment for children and teach them how to protect themselves from violence. Bullying is a serious problem that requires an integrated approach and the active participation of all members of society, and schools should become an area where bullying has no place.
LDPR deputies, led by party leader Leonid Slutsky, have prepared a bill that will be submitted to the State Duma on December 2, providing for administrative fines of up to 500,000 rubles for harassment and cyberbullying. It provides for the introduction of an article in the Code of Administrative Offenses (Code of Administrative Offenses of the Russian Federation) that will punish regular insults and humiliations of citizens, including cases on the Internet and the media. Bullying refers to repeated acts committed in an obscene or immoral manner.
