After the introduction of installments for developers for fines and penalties, shareholders will not be able to receive the entire amount of the penalty immediately. Maria Bezruchenkova, a lawyer and expert at the Union of Blogging Lawyers, told Izvestia about this. Installments may appear after the lifting of the moratorium on fines for developers, which will cease to apply in 2026.

"What exactly the installment conditions will be for developers has not yet been established by regulations. We will wait for a law or a government decree. How will this affect the shareholders? It is impossible to say unequivocally. The disadvantage is that it will not be possible to receive the entire amount at once," Bezruchenkova told Izvestia.

Most likely, the procedure for providing installments for fines and penalties will not act in the interests of construction participants, said Maria Spiridonova, Managing partner of Leges Bureau, a member of the Russian Bar Association.

Starting in 2026, the moratorium on fines for developers for postponing housing delivery dates will cease to work. This means that shareholders will be able to receive a penalty if the developer delayed the commissioning of the house.
