The State Duma adopted a law on year-round informing conscripts about their departure

On December 9, deputies of the State Duma (State Duma) adopted in the second and third readings a bill according to which a new procedure will be introduced for imposing a fine for failure to inform the military enlistment office about travel during conscription. The meeting was broadcast on the Duma TV channel.

In September, the document was submitted for consideration by a group of deputies led by Chairman of the State Duma Committee on Defense Andrei Kartapolov, and it was adopted in the first reading in November.

According to the changes, fines for failure to notify the military commissariat of a change of residence will now be applied all year round. According to previous standards, they were appointed only during the official recruitment campaign. The fines related to cases when a person left his permanent residence for more than three months during the conscription period.

The new law eliminates such a restriction and obliges to notify of all changes of address, regardless of the date of conscription. This will allow for conscription all year round, as stipulated by the adopted law. It also establishes that medical examinations, meetings of draft commissions and other procedures will be conducted throughout the year, and the draft campaign, as before, will be held twice a year: from April 1 to July 15 and from October 1 to December 31.

Prior to that, on November 4, Russian President Vladimir Putin signed a law establishing year-round conscription from January 1 to December 31, starting in 2026. According to it, conscripts will continue to be sent to their duty station twice a year: from April 1 to July 15 and from October 1 to December 31. Special dispatch dates are set for certain categories of citizens. The deadline for the appearance of a summons from the register may not exceed 30 days from the date of its posting.
