The Ukrainian authorities have included expenses for the army, law enforcement agencies and a telethon among the protected ones. This was stated to Izvestia by political analyst Alexander Semchenko.

"The budget gap is about $50 billion. It is difficult to say whether it will be possible to find these funds, now much depends on the position of the Europeans. If EU aid does not arrive, then social spending will have to be sequestered, including pension cuts, education spending, and more. At the same time, they can launch a printing press, boosting inflation, due to all these efforts and at the cost of major shocks for the population, it may be possible to achieve even 100% budget fulfillment," he argues.

On December 3, deputies of the Verkhovna Rada approved the draft budget of Ukraine for the next year in the final reading. Expenses are planned at the level of $116 billion, revenues — $69 billion. The missing funds in the amount of $47 billion are expected to be raised with the help of Western partners.

Against this background, European Commission President Ursula von der Leyen stated the need to make a decision on the withdrawal of frozen Russian assets as soon as possible. According to her, Europe and Ukraine "no longer have time to rock up."
