The expert spoke about the changes in housing and communal services tariffs in 2026
In 2026, Russians expect new rules in the field of housing and communal services. Dmitry Bondar, a public figure and housing and communal services expert, spoke to Izvestia about the upcoming increase in fees for services, changes in payment deadlines and the strengthening of the role of state control systems. The expert stressed that the basic accrual methodology remains the same, but citizens should take into account in advance the two stages of indexing and the updated requirements for issuing receipts.
According to the expert, the increase in utility bills begins on January 1, 2026. For this period, the Government of the Russian Federation has established a single marginal index for increasing the amount of total wages — about 1.7% for all subjects. Bondar clarified that we are talking about the total load, and not about the increase in the cost of each individual service.
"Residents will feel the main changes in the autumn," the expert noted.
Starting from October 1, 2026, each region will have its own marginal indexing indexes. The range is approximately from 8 to 22%, which will allow taking into account the economic situation and the needs of a particular subject of the Russian Federation. The changes will affect all utilities — heating, water supply, sanitation, gas supply, electricity, and MSW management.
At the same time, regional authorities are given the opportunity to redistribute growth between different resources, but they cannot exceed the general index set by the Government.
