Starting from January 1, 2026, employers will be able to pay employees up to one 1 million rubles at the birth of a child without paying personal income tax and insurance premiums. This was announced on December 8 by Russian President Vladimir Putin at a meeting on strategic development and national projects.
"Starting from January 1 next year, the amount that an employer will be able to pay employees at the birth of a child will increase, and which will not be subject to personal income tax and insurance premiums. It will amount to one million rubles," Putin said.
The President called on companies to actively use new opportunities and be guided by the principles of social responsibility. Previously, the maximum amount of such a non-taxable payment was 50 thousand rubles. Putin also said that this issue would be further discussed at a traditional meeting with business at the end of the year.
On October 14, Russian Prime Minister Mikhail Mishustin announced that in 2026 the unified allowance for families with children will be increased by 6%, thus amounting to 18,731 rubles. The day before, Sergei Mironov, chairman of the Fair Russia – For Truth party, said that the size of the single child benefit should be changed based on the minimum subsistence level. According to him, the basic allowance should be at least one subsistence minimum, for children under three years of age — 150%, for single parents — 200% of the subsistence minimum.
