In 2026, utility tariffs in Russia will increase by an average of almost 18%, and the increase will take place in two stages. From January 1, the indexation will be 1.7% for all regions, and the main increase will be from October 1. In some regions, the total growth may exceed 40%, while in others it will be about 9-10%. Stepan Cupanchikov, director of Teplokom, told Izvestia on December 10 about what contributes to the tariff increase and what changes Russians are waiting for in this regard.

According to him, the main reason for the tariff revision is the transition to a new model of tariff regulation aimed at the financial stability of the utility sector and attracting investments in system modernization.

"Tariff increases are not an end in themselves, but a necessary measure to ensure the reliability and quality of public services. The high level of network wear, which exceeds 60% on average in the country, requires large-scale investments. The new tariffs will allow financing programs for the replacement of pipes, heating mains and the introduction of intelligent metering systems, which will ultimately lead to a reduction in accidents and fair settlements for consumers," the expert said.

Cups explained that the differences by region are related to the current state of infrastructure and the cost of resource production. Significant growth is expected in the regions with the most worn—out networks, for example, in the Tambov and Tyumen regions, the Stavropol Territory and the Republic of Dagestan. In regions with newer utilities, such as the Leningrad Region, the increase will be much milder.

The expert drew attention to the fact that consumers will feel the main burden only in the fourth quarter, when key changes come into force. In such a situation, it is important to carefully monitor the consumption of utility resources and verify charges in receipts. Errors in data transmission or failures in the operation of household metering devices can lead to overpayments, even if the actual consumption has not changed.

The specialist recommended that Russians note sudden changes in the amount of payments and, if necessary, contact the management company for clarification.

"It is important to note that a housing subsidy mechanism is in place for socially vulnerable categories of citizens (large families, pensioners, and the disabled), which will be adapted to new conditions to prevent excessive workload," he concluded.

Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing, recalled on June 25 that in Russia, citizens whose expenses for paying utility bills exceed a certain share of family income are eligible for subsidies. First of all, such categories usually include poor or large families, pensioners, the disabled, as well as families of participants in a special military operation (SVO) if they meet the criteria of need, he noted.
