Spending by Russian regions on traffic monitoring increased 2.6 times

During the period from January to November 2025, Russian regions spent 6.8 billion rubles on the purchase of traffic monitoring services using video surveillance cameras. This is 2.6 times more than in the same period last year, Vedomosti reported on December 8, citing data from the Tenderplan tender management system

In total, 35 tenders were awarded in January — November 2025 for the provision of services for the photo-video recording of violations and the transmission of this data, as well as for monitoring traffic and its intensity. The average contract price was 203.9 million rubles.

Tenders for the largest amount were placed by Samara (2.58 billion rubles), Tambov (1.91 billion rubles) and Sverdlovsk (1.62 billion rubles) regions, the note says. Moscow (239.29 million rubles) and Kurgan (196.49 million rubles) regions also announced major contests. It is noted that the regions most often purchased services for automatic photo-video recording of traffic flows and monitoring traffic violations.

The interlocutors of the publication attribute the increase in regional spending on traffic monitoring to the advent of cameras that record a greater number of different traffic violations.

Earlier in the day, it was reported that the state-owned Avtodor company, together with the State Traffic Inspectorate, has conducted about 150 raids since the beginning of 2025 to identify drivers who avoid paying for the use of toll roads. To search for violators, a system is used that collects and processes photos of all cars that have ever traveled Avtodor roads using a neural network.
