Automatic fines of up to 50 thousand rubles for sellers for trading marked goods without registration in the Honest Sign system may be introduced in Russia. Such a bill was approved by the government commission on legislative activity on Monday, December 8. This was reported to Izvestia by government sources.
The draft law, developed on the direct instructions of Russian President Vladimir Putin, proposes to integrate the state monitoring system for the turnover of goods subject to mandatory labeling by means of identification (GIS MT, "Honest Mark") into the practice of bringing to administrative responsibility. Thus, a mechanism is being created that is close to the concept of "auto fines," said Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia.
"The bill proposes to move from random checks to continuous automated control, where machine-readable data itself becomes the basis for prosecution. In this regard, the draft law proposes to supplement the Administrative Code of the Russian Federation with a new article that introduces administrative liability in the form of a fine of 50 thousand rubles for sellers who are not registered in GIS MT if more than 10 units of labeled goods are sold through one cash register per month. This creates a low threshold for being held accountable for systematic activities "in the shadows," explained the Chairman of the Board of AYUR.
In addition, it is proposed to introduce changes in terms of bringing to administrative responsibility persons who sell tobacco and nicotine-containing products subject to mandatory labeling below the established cost.
To reduce the burden on the business, a phased introduction of changes is envisaged. From March 1, 2026 — responsibility for the sale of expired dietary supplements, beer and low—alcohol beverages, from July 1, 2026 - for the sale of all expired labeled goods.
The main purpose of the bill is not just to toughen penalties, but to introduce a new control logic. The bill shifts the main burden from the "search and proof" stage to the stage of automatic data fixation by the system. For a bona fide business already operating in the legal field, the risks do not increase. For the shadow segment, this creates serious operational risks, potentially changing the balance in favor of the legal market.
Earlier, on October 7, the Ministry of Industry and Trade of Russia proposed to introduce mandatory labeling of meat and sausage products from August 1 and October 1, 2026, respectively. It was clarified that from March 1, 2026, registration of participants in product turnover in the labeling system will be introduced, and from August 1, 2026, meat products will be subject to mandatory labeling. Full labeling of sausage products will begin on October 1, 2026.
