In Russia, it was proposed to expand benefits for buyers of electric vehicles and provide preferential conditions for the production of affordable models and their components. The initiative was launched by the Center for Strategic Research (CSR), RIA Novosti reported on December 8.

The CSR also proposed exploring the feasibility of introducing preferential tax and customs regimes for the import of electric vehicles and mechanisms "aimed at gradually reducing the competitiveness of fossil fuel transport, including restrictions on public transport and taxis," according to the organization's study.

They noted that now the main measure of support for manufacturers is the conclusion of a special investment contract (SPIC). Buyers of electric vehicles are provided with a subsidy for a loan or lease for electric vehicles of domestic production (a discount of 35% of the cost, but not more than 925 thousand rubles). Also, until the end of 2025, Russian electric vehicles are exempt from tolls on toll federal highways.

The CSR recalled that the concept for the development of production and use of electric vehicles in the Russian Federation by 2030 assumes to increase the volume of production of electric cars to 217 thousand units, and their share in sales of new cars to 15%. The total fleet of electric vehicles should reach 1.4 million units.

Earlier, on December 5, the developers of the domestic Atom electric car announced that it would be possible to see the model on the roads in the spring of 2026. Atom electric vehicles are planned to be produced in three versions: for private use, taxi and carsharing.
