Elena Kobleva, the former chairman of the Sovetsky District Court of Rostov-on-Don, was accused of creating a "judicial organized crime group" to systematically receive bribes for sentences. This was announced on December 8 by a correspondent of Izvestia from the courtroom.
According to the investigation, Kobleva organized a criminal community consisting of judges. So, for a bribe of 50 thousand rubles, one of the group members appointed only a warning for violating the rules of conduct in an emergency, and for 100 thousand rubles, he limited himself to a fine for driving into the oncoming lane, although such a violation included deprivation of rights. In another case, a repeat offender was given a suspended sentence for 500,000 rubles. According to investigators, 200 thousand rubles of this amount went to Kobleva.
At a meeting of the Higher Qualification Board of Judges (HCCC), a representative of the ex-chairman stated that his client did not consider herself guilty and insisted that all her activities were carried out within the framework of the law.
Earlier that day, the HCCC also agreed to initiate criminal proceedings against Kobleva. The investigation intends to charge her with seven counts of receiving large—scale bribes and one of especially large-scale bribes. In addition, she may be charged with knowingly unlawful sentencing and three counts of obstruction of justice.
