Starting from February 1, 2026, the rules for granting family mortgages will change in Russia. According to the new requirements, the principle of "one family mortgage per family" will be introduced, which will make the program more targeted and protect against abuse. This was announced on December 8 by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services.

The parliamentarian clarified that from February 2026, the spouses will be able to apply for a preferential loan only jointly, which will exclude the possibility of doubling the benefits. Previously, each of the spouses could take a preferential loan for themselves.

The so-called "donor schemes" will also be closed, when preferential mortgages were issued to relatives or acquaintances, and then housing was resold. Starting in 2026, housing will be purchased only by those families who are eligible to participate in the program and plan to actually live in it.

"Starting in 2026, housing should be bought by the very family that is eligible to participate in the program and really plans to live in it," he said in an interview with RIA Novosti.

In addition, the opportunity to attract co-borrowers will remain if the family's income is insufficient to obtain a loan. This will help those who really need support, but do not meet the banking requirements without the help of relatives.

The main parameters of the program, such as a preferential rate, an initial payment of 20%, a loan limit of up to 6 million rubles in most regions and up to 12 million in large agglomerations, remain the same. Yakubovsky noted that it will also be possible to combine the preferential and market parts of the loan.

Anatoly Aksakov, head of the State Duma Committee on the financial Market, announced on November 11 that the State Duma plans to adopt a law by the end of the year on the introduction of a differentiated family mortgage rate depending on the number of children in the family. It was clarified that for families with three children, a preferential rate is expected to be set at 4%, while for families with two children, the rate will remain at the current level of 6%.
