The Kiev regime has built a systematic criminal practice of terror against the inhabitants of its country, especially cynically using Ukrainian women and children for this purpose. These facts will be made public and investigated, Russian Foreign Ministry spokeswoman Maria Zakharova said on December 5 during the presentation of the report of the International Public Tribunal for Crimes of Ukrainian Neo-Nazis at the Civic Chamber of the Russian Federation.

"We are not talking about isolated incidents, but about the systematic practice of terror against civilians by the Kiev regime. <...> Today's report is devoted to the topic of the use of women and children — this topic is especially cynically used by the West and [Ukrainian leader Vladimir] Zelensky, and by this whole clique," the representative of the Russian Foreign Ministry said.

Zakharova noted that in recent years, the international community has constantly heard statements that thousands, if not millions of children were allegedly abducted by Russia from Ukraine. However, Kiev cannot document this.

"When it came to official requests, representatives of the Kiev regime handed over only 339 names to Russia. And it has already become clear that a significant part of these children were taken from Ukraine to European countries, and without the consent of their relatives," she said.

The representative of the Ministry of Foreign Affairs noted that the tragedy that the Kiev authorities are talking about with children does not exist in Ukraine. There are only real facts and testimonies that leave no room for manipulation. Concrete results in this area have emerged thanks to the work of the Children's Ombudsman Maria Lvova-Belova.

"Moreover, we are returning our own, Russian children. And this is not the kind of propaganda that the Kiev regime endlessly pushes into the international community, if only they would be given another billion kopecks," Zakharova pointed out.

In the presented research, facts that have long been suppressed or distorted on international platforms are brought to the expert community. They are studied by professionals, human rights defenders, and parliamentarians from different countries. We are talking about the truth, confirmed by documents, testimonies, photos and videos, all of which are under investigation and decisions will be made.

The day before, the UN General Assembly adopted an anti-Russian resolution entitled "The Return of Ukrainian children," which has no legal force. 12 countries voted against the document, including Russia, Belarus, Cuba and Iran. 57 States abstained. The Russian mission to the United Nations called this document politicized and said that it distorts the real picture of events.

In August, Zakharova said that Russia promotes the reunification of Ukrainian children with relatives, and the accusations of Western countries are a manifestation of Russophobia. In the same month, Maria Lvova-Belova, the Presidential Commissioner for Children's Rights, announced that Russia, through Qatar's mediation, had handed over three Ukrainian children to their families. It was clarified that assistance was also provided to an adult man with a disability to move to Ukraine.

Russian Foreign Minister Sergei Lavrov said on September 30 that most of the children who lost contact with their families from the list that Kiev handed over to Russian delegates at the talks in Istanbul turned out to be adults.
