Throughout 2025, a high proportion of family mortgages remained in the range of 87 to 91%, which indicates the special relevance of the program for borrowers in the Moscow real estate market. On December 6, the head of the mortgage department at Level Group, Julian Ovechkin, told Izvestia about this.

"In November, amid news about changes in the terms of the Family Mortgage, the share of transactions under this program amounted to 91% of the total number of mortgage sales, which is the maximum value this year," he said.

According to the decision of the Ministry of Finance dated October 15, 2025, new restrictions under the Family Mortgage program will come into force on February 1, 2026. From this moment on, the spouses are required to participate in the transaction together and be co-borrowers in the loan agreement, thus, one family will be able to apply for only one preferential mortgage.

If the buyer already has a family mortgage issued for only one spouse (the second spouse was not involved in the transaction), it remains possible to apply for another preferential mortgage for the second spouse until January 31, 2026.

In parallel with the changes of February 1, 2026, the State Duma is actively discussing a new bill proposing to set the rate on a family mortgage depending on the number of children the borrower has. Families with an only child will be able to get a loan at an increased rate of 10-12% per annum, with two children — at the current rate of 6%. And only after the birth of the third child in the family, a mortgage can be obtained at a reduced rate of 4%.

"With an amount of 12 million for 30 years and a rate of 12%, the monthly payment will increase by 72% to 123.5 thousand rubles, which will make this program less accessible to the population compared to current conditions, since according to the latest population census, more than 55% of families in Russia have one child," Ovechkin said..

At the moment, there is no discussion of changing the maximum loan amount for a family mortgage, so in this part the restrictions are likely to remain the same: 12 million rubles for Moscow, St. Petersburg, Moscow and Leningrad regions, 6 million rubles for other regions.

The excitement in the market may begin immediately after the official announcement of the adoption by the State Duma of new conditions for family mortgages in terms of raising the rate for families with one child to 10-12%. Therefore, those who currently fall under the current conditions of the Family Mortgage program can be advised not to postpone the purchase until 2026, when the conditions for obtaining a preferential loan will be radically revised.

Analysts of Grad Development said on November 14 that the average cost of 1 sq.m. The cost of housing in Moscow in October ranged from 400,000 to 1.9 million rubles. The highest average cost of 1 sq. m is traditionally noted in the Central Administrative District of the capital (1.93 million rubles). The second place is occupied by the Western District (700 thousand rubles).
