The supply of massive new buildings in Moscow has decreased to 57%. These conclusions were reached by analysts from Metrium and SIS Development, who studied the offers on the capital's market for the year from October 2024 to October 2025. Izvestia reviewed the analysis on December 5.

The most pronounced dynamics was recorded in the Southeastern (SEAO) and Zelenograd districts (ZelAO), where the number of apartments and apartments for sale in the comfort class decreased by 57%. In absolute terms, the supply in the Southern Administrative District decreased from 4.3 thousand to 1.8 thousand apartments and apartments, and in the Southern Administrative District — from 647 to 280.

A significant reduction in supply was also noted in the Southwestern District, where the figure fell by 55% from almost 1.5 thousand to 669 apartments. In the Northeastern District, the annual decrease was 53%, and the number of available options decreased from 2.7 thousand to 1.3 thousand. In the Northern District, the volume of supply decreased by 45% — from 2.7 thousand to 1.5 thousand lots.

"The slowdown in the pace of launching new projects in the mass segment within the old borders of Moscow is an obvious recent trend that is gradually leading to a shortage of supply. The Southeastern District, which is traditionally the most affordable in the capital's new building market, is no exception. Here, the shortage is especially acute in locations with high transport accessibility and developed infrastructure," Yaroslav Gutnov, founder of SIS Development, explained to Izvestia.

In a number of other locations, the reduction was less significant. So, in the Western District, the supply decreased by 38% — from 3.4 thousand to 2.1 thousand apartments, and in the North-Western District — by 36%, to 690 premises against 1.1 thousand a year earlier. In the Southern District, the supply decreased by 28%, from 2.7 thousand to 1.9 thousand apartments and apartments. The slow dynamics was observed in the Eastern District, where the volume of supply decreased by only 9% over the year, from 2.2 thousand to 2 thousand available options.

As of October 2025, the largest share of mass-market apartments and apartments in the Moscow primary market is concentrated in the Western Administrative District (17.3% of the total volume).

Significant supply shares were also recorded in the Eastern — 16.2%, Southern — 15.6% and Southeastern — 14.9% districts. The Northern District accounts for 12.2% of the market, while the Northeastern District accounts for 10.4%. The minimum supply shares were registered in the North-Western and South-Western districts — 5.6% and 5.5%, respectively. The lowest volume was represented in Zelenograd district (2.3%). In total, 78 residential complexes are being sold in the mass segment of Moscow. The Southeastern District has become the leader in the number of projects in the mass segment, where sales are conducted in 15 complexes. The second place is occupied by the Eastern District with 12 residential complexes. 11 projects are being implemented in the Northern District, and nine new buildings are represented in the Southern and Western districts.

In the Northeastern and Northwestern Districts, sales are underway in eight projects. The minimum number of residential complexes (three each) was recorded in the Southwestern and Zelenograd districts.

"In the near future, we expect a further reduction in the supply of new comfort-class buildings on the market. This trend is associated with the active washing out of the most affordable and liquid lots, especially in the early stages of project construction. As a result, mostly more expensive apartment options will remain on display, which will lead to a steady increase in the average purchase budget. Buyers who expect the most attractive prices should not delay making a decision, as the choice of budget options will steadily narrow," explained Ruslan Syrtsov, Managing Director of Metrium.

Analysts of Grad Development said on November 14 that the average cost of 1 sq.m. The cost of housing in Moscow in October ranged from 400,000 to 1.9 million rubles. The highest average cost of 1 sq. m is traditionally noted in the Central Administrative District of the capital (1.93 million rubles). The second place is occupied by the Western District (700 thousand rubles).
