The State Duma proposed to exempt minors from paying property taxes

Deputy Speaker of the State Duma Boris Chernyshov (LDPR) has taken the initiative to exempt minors from paying property tax, which they received as a result of using maternity capital, inheritance or donation. The appeal, which was reviewed by RIA Novosti on December 5, was sent to Daniil Egorov, head of the Federal Tax Service (FTS).

The DEPUTY drew attention to the existing systemic problem: parents are forced to pay property tax for minor children who own shares in housing received in accordance with the requirements of the law.

"I ask you to consider a proposal to amend the Tax Code of the Russian Federation in terms of exemption from property tax on individuals of minor citizens for objects acquired using state support (maternity capital), as well as inherited or donated," he said.

Chernyshov added that the Tax Code does not contain age restrictions for paying property taxes. This means that even a newborn who receives a share in an apartment formally becomes a taxpayer. In fact, parents have to pay this tax, who, in fact, pay the tax for the use of maternity capital, which is a measure of social support.

The Vice Speaker of the State Duma considered this situation unfair and contrary to the logic of social assistance to families. He explained that the state allocates funds to improve housing conditions, and then imposes additional costs on the family for the maintenance of children's shares, which parents cannot manage without the permission of the guardianship authorities.

On December 4, the Federal Tax Service announced changes in the taxation of Russians' real estate. It was clarified that starting from January 1, 2026, real estate tax deductions will be extended to families with three children until the eldest child reaches adulthood. In addition, if an individual owns a real estate object, the construction of which has not been completed, and the cost exceeds 300 million rubles, then they will be subject to a reduced rate in accordance with paragraph 2 of Article 406 of the Tax Code.
