Western states have turned the Organization for Security and Cooperation (OSCE) into an instrument of hybrid warfare and coercion, and countries that pursue national interests are being threatened and blackmailed. This was announced on December 4 by Alexander Grushko, Deputy Head of the Russian Ministry of Foreign Affairs.

"States guided by national interests and striving to implement a sovereign foreign policy are subjected to threats, blackmail, and the most severe pressure using the most base methods. The OSCE has been turned into an instrument of hybrid warfare and coercion," he said during a speech at the Council by the OSCE Foreign Minister.

According to him, Western countries did not take their commitments seriously. Grushko added that they "set aside" when they did not comply with the rules adopted in the West.

"Freedom of choice in the eyes of the West is a one—way ticket towards complete subordination," the Russian deputy Foreign Minister said.

He also noted that the situation at the security forum is "on the verge of a foul." According to him, discussions within the framework of a structured dialogue aimed at de-escalating military tensions were first frozen, and then conducted in violation of all procedural norms.

Russian Foreign Minister Sergei Lavrov said on December 3 that NATO and EU members had destroyed the military and political dimension of the Organization for Security and Co-operation in Europe. In his opinion, the OSCE has become a way of promoting Western interests to the detriment of pan-European objectives. At the moment, the Vienna Document of 2011 remains the only valid instrument of the OSCE's "first basket".
