The introduction of a labeling system for videos created using artificial intelligence (AI) will create significant barriers, especially for small players. These barriers are associated with the high cost of detection equipment, bureaucratic delays, and the risk of unfair sanctions. Igor Bederov, the founder of the Russian company Internet Search, told Izvestia about this on December 4.
"According to the text of the bill, labeling should include two key components. These are visual and machine-readable labels. From a technical point of view, such double labeling is feasible using existing technologies for embedding watermarks and metadata. However, the creation of uniform standards for such tags and systems for their verification will become a separate large—scale task," he said.
In the short term, a hybrid model rather than universal mandatory labeling looks more realistic. It can include automatic labeling at the level of large platforms upon download and manual indication of the use of AI in sensitive areas (for example, in political or news content).
On October 21, Sergei Boyarsky, chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, told Izvestia that the State Duma was starting to develop legislative initiatives aimed at regulating the field of artificial intelligence.
