Ex-head of Nizhny Novgorod Duma sentenced to six years in prison for embezzlement
Oleg Lavrichev, the former chairman of the Nizhny Novgorod City Duma, as well as the general director of the Arzamas Instrument-Making Plant (APZ), was sentenced to six years in a penal colony in a case of embezzlement and fraud. This was announced on December 4 by the regional prosecutor's office.
Lavrichev is charged with embezzlement of more than 22 million rubles, as well as fraud on an especially large scale. The court found that from January 2015 to June 2019, the defendant purchased medical equipment worth more than 22.4 million rubles at the expense of JSC. At the same time, he knew that the plant did not have the rights to use it.
The equipment was transferred to an organization founded by his wife. Further, Lavrichev made fictitious transactions on behalf of the joint-stock company in order to give legitimacy to his actions. He asked his subordinates to produce fake contracts for the alleged donation of medical equipment to a charitable foundation. Svetlana Smirnova, the head of the company's legal department, helped him in the crime.
"The accused disposed of the specified property as his own, causing damage to the enterprise. <...> In addition, Lavrichev, having misled the participants of the governing body about the market value of the property, with the complicity of Smirnova, illegally acquired the right to real estate owned by the enterprise worth over 39.5 million rubles," the agency's website says.
Depending on the degree of their involvement, Lavrichev and Smirnova were found guilty under Part 4 of Article 160 of the Criminal Code ("Embezzlement"), Part 4 of Article 159 of the Criminal Code ("Fraud"), Part 5 of Article 33, Part 4 of Article 159 of the Criminal Code ("Complicity in fraud").
Lavrichev was arrested on April 30 in a case of embezzlement in April 2024. He was detained in Donbas.
