The idea of forced emancipation of teenagers in case of repeated crimes is a preventive measure that is necessary for them to understand the seriousness of punishment, Sergei Rybalchenko, chairman of the Public Chamber's Commission on Demography, protection of family, children and traditional family values, told Izvestia.

"Often for such reasons (related to violence. — Ed.) crimes are punished with minimal or no punishment at all, and teenagers abuse it. Is it worth toughening the punishment and making it like for adults if a teenager has committed a violation for the first time? I don't think so. But if it becomes a system, it means that the usual measures do not work, and other mechanisms of responsibility must be activated," he said.

According to him, emancipation in this case is applied not before punishment, but after — as a preventive measure. The teenager should understand that the next time the punishment will be serious.
