The issue of Ukraine's possible participation in NATO was one of the key issues in the negotiations. This was stated on December 3 by Yuri Ushakov, assistant to Russian President Vladimir Putin, during a briefing.

"This is one of the key issues, you know. It was discussed," Ushakov said, answering the relevant question.

When asked to disclose details, he replied that he could not do so because the negotiations were held behind closed doors, and the parties agreed not to comment on the content of the conversations between the Russian president and two American representatives.

Also, confirming Putin's words about the need for international recognition of the agreements reached, Ushakov noted that this issue is the subject of negotiations, which are currently being conducted exclusively between Moscow and Washington, since the Ukrainian side has abandoned the Istanbul format.

On December 3, Putin met in Moscow with the special envoy of the President of the United States, Stephen Witkoff. The negotiations lasted about five hours. At a briefing, Ushakov said that during the talks the parties discussed the territorial issue. He noted that the meeting was constructive and useful, but the details of the negotiations between the Russian and American sides agreed to keep secret.

Kremlin spokesman Dmitry Peskov said on the same day that negotiations between Russia and the United States would be conducted in greater "silence" in order to bring more benefits. He confirmed that this agreement remains in force and no adjustments are planned in this approach.
