The State Duma adopted in the second and third readings a bill according to which participants in a special military operation (SVO) will be able to receive a second secondary vocational education (SPE) for free in another profession or field of study. This was announced on December 3 by Chairman of the State Duma Vyacheslav Volodin.
"The law has been passed. The issue of employment and retraining of military personnel after returning home is one of the most important," Volodin wrote on the Telegram channel.
The issue of retraining and employment is one of the most urgent: there are many professionals in working professions among the participants who need to retrain after returning, the explanatory note says.
On November 19, Russian Defense Minister Andrei Belousov instructed to develop a rating of the country's regions in terms of the number and quality of support measures for ITS participants. According to him, the tasks of simplifying and speeding up the process of obtaining social support for SVO fighters cannot be completed without the active participation of the subjects of the Russian Federation, since it is there that benefits are implemented.
