In November 2025, only 52 projects at the excavation site were presented on the primary market of "old" Moscow, analysts at Osnova Group told Izvestia. The indicator decreased by 20% over the year. The number of such new buildings has decreased in all segments except business class.
According to analysts, 341 projects are represented in the primary market of "old" Moscow today, which is 7% lower than the result of November 2024. The number of complexes decreased especially sharply at the initial stage of construction. There are 52 similar projects on display today, compared to 65 a year earlier (-20% per year). However, if we look at the retrospective earlier than 2024, in November, developers offered more new buildings at the start only in 2018 — 85. So the current decline is noticeable, but not critical.
Over the past 12 months, the supply of new buildings at the excavation stage has stagnated or decreased in all segments of the primary market.
The mass remained unchanged (17 projects each), in business class - by 19% (from 27 to 22 projects), in premium — by 50% (from 12 to six projects), in elite — by 11% (from nine to eight projects). At the same time, according to analysts, almost half of all new buildings on the excavation site in "old" Moscow now belong to the business class - 42%.
The reduction in the number of projects at the excavation site in "old" Moscow is primarily due to the slowdown in the pace of new building starts against the background of a high key rate. Since the beginning of 2025, 23 new complexes have been launched within the historical borders of the capital, compared to 49 in the same period of 2024. At the same time, over half of the projects that have entered the market this year belong to the business class - 12. Also, new buildings in already implemented complexes are actively launching in this segment.
"Today, there is a shortage of excavation projects in the Moscow new building market. The number of lots on sale at the initial stage of construction decreased by 35% over the year, from 9.7 thousand to 6.3 thousand. Business-class housing developers are the most active in bringing projects to market. But even in this segment, the pace of replenishment of the exposition does not keep pace with demand. Business-class complexes from reliable developers are most popular, being implemented in developing and promising locations, as well as near natural areas. The purchase of apartments in such projects always ensures high capitalization due to the intensive development of infrastructure in the surrounding area, and new buildings near green areas and large water are in high demand," Igor Sibrenkov, Commercial Director of Osnova Group, explained to Izvestia.
Analysts of the Grad Development development company said on December 2 that premium-class new buildings in Moscow are actively "growing" upwards. It was clarified that in three years the average number of floors in this segment increased by 35%, while in the old Moscow market as a whole, the figure increased by only 3%. At the same time, the main volume of supply on the market is still concentrated in the range from the 2nd to the 25th floor. New buildings in the high—budget segment have also grown noticeably, with the average number of floors increasing by 21% from 8.6 to 10.4 floors.
