- The State Duma called on the Supreme Court to issue recommendations after the incident with the Valley
After the incident with the apartment of singer Larisa Dolina, the number of people affected by the fraudulent scheme is growing, and the selective attitude of the courts towards such problems is unacceptable. Nina Ostanina, a deputy of the State Duma, told Izvestia about this on December 2.
"It's not about Dolina, I don't consider her a victim. It's from people like her that conscientious buyers suffer. <...> Let's invite 3,000 victims here: large families, young families who lost their homes, who took out mortgages and were left alone with problems. This will be a discussion of the problem," she clarified.
Ostanina stressed that both the seller and the bona fide buyer should be protected in real estate transactions. Given the current market situation, the Supreme Court (SC) must provide security guarantees for both sides.
"It is necessary to send the ruling of the plenum of the Supreme Court to the courts of all instances in order for the legislation to be uniform throughout the territory of the Russian Federation. And it didn't depend on [who is involved in the deal]: an artist who sings at some banquets with high-ranking officials, or a large family from Krasnoyarsk who bought housing at the mother capital and lost it," explained the deputy.
She noted that relevant instructions have already been sent to the relevant committees, and Daniil Bessarabov, the plenipotentiary representative of the State Duma in the Supreme Court, will appeal to the Supreme Court with a request to send recommendations to the lower courts.
"We need to understand why in one case the courts, as in the case of Dolina, decide in her favor, and in other cases they make the exact opposite decision. <...> The "pseudo-stars" are bathing, dancing, and the rest are crying," Ostanina summed up.
On December 1, the head of the anti-crisis working group on the protection of citizens' rights in real estate transactions announced that Dolina had received an invitation to participate in a round table in the State Duma, which on December 17 would discuss legal mechanisms for protecting participants in transactions in the secondary housing market. In March 2025, the Khamovnichesky Court of Moscow ruled in favor of Dolina on the counterclaims of the singer and Lurie. As a result, the court recovered more than 69 million rubles in favor of the singer in the framework of the criminal case.
Later, on September 8, the court dismissed Lurie's appeal. However, the Moscow City Court recognized the legal decision on the ownership of the disputed apartment for Dolina, her daughter and granddaughter. On October 27, Lurie appealed the decision to invalidate the purchase and sale of the artist's real estate to the Court of Cassation, but the complaint was rejected. On November 28, Izvestia's correspondent reported from the courtroom that the defendants in the Dolina apartment sale case had been sentenced to up to seven years in prison.
