The number of drivers with the maximum CTP discount has increased in the Russian Federation

The number of car owners who have the maximum discount for accident-free driving under CTP (for the period from October 1, 2024 to September 30, 2025) increased in all regions of the country, and in the Russian Federation as a whole increased by 5 percentage points to 39.6%. This means that more than a third of the country's drivers have not been involved in an accident in the last 10 years, the All-Russian Union of Insurers (VSS) reported on its Telegram channel on December 2.

The largest share of car owners with the maximum discount is recorded in Moscow, where 51.7% have a minimum value of the bonus-malus coefficient (KBM). St. Petersburg is in second place (49.8%), the Perm Region closes the top three (47.7%). The average share of car owners with a minimum BMD value in the country as a whole was 39.6%.

At the same time, the fewest car owners with the maximum discount for trouble—free driving live in the Republic of Dagestan - only 7.6%, the union indicated. The number of regions where the share of car owners with the maximum discount for accident-free driving under CTP for the specified period is higher than the national average exceeds a third.

"Despite the fact that the number of such car owners is growing, the situation remains acute in some regions, and the proportion of car owners who have the maximum discount for accident-free CTP driving is critically low there. This may indicate that in these regions there is a problem either with driver training, or with road conditions, or there are high risks of unfair practices and fraudulent actions," the VSS said.
