The expert listed the acceptable goals for paying by social contact

On January 1, 2026, a new type of social contract for demobilized participants in a special military operation (SVO) will come into force in Russia. Nikita Chaplin, a deputy of the State Duma from the United Russia faction, a member of the Budget and Taxes Committee, said this in an interview.

According to the expert, the contract will allow veterans to receive a one-time payment of up to 350 thousand rubles, which can be used to open or develop their own business, training or advanced training.

"The simplification of the procedure is a direct response to the requests of the fighters themselves, who have repeatedly voiced similar proposals at various meetings. We are removing unnecessary bureaucratic barriers so that assistance is effective and timely," Chaplin stressed.

He also clarified that the conclusion of the contract would not require checking the family's income level, and registration would take place through the social protection authorities at the place of residence. It will be possible to submit an application and submit accounting documents, including in electronic form, through regional portals and services integrated with Gosuslugi.

"We make the process not only accessible, but also convenient. Electronic document management will speed up the receipt of funds, and local specialists are ready to provide all necessary consultations," the deputy added.

Chaplin noted that control over the use of funds will be mandatory, but the procedure is maximally adapted to the needs of veterans. The recipients of the contract will have to report on the targeted spending of money through contracts, checks and other supporting documents.

"Control is not a formality, but a guarantee of responsible attitude to budget funds and confidence that the assistance has achieved its goal. Simplification of reporting through electronic services will make this procedure fast and transparent for all parties," Chaplin explained.

If all the conditions are fulfilled in good faith, the social contract will become a pillar for the demobilized participant of his long-term work and entrepreneurial path, the expert noted.
