The Ministry of Internal Affairs named the most common types of CTP fraud.

One of the most common fraudulent schemes with a CTP policy is the staging of a carjacking or car accident. This was reported in the press center of the Ministry of Internal Affairs of the Russian Federation, TASS reported on December 2.

According to the department, fraudsters actively use a scheme with fake theft of a vehicle and thus get the right to insurance payments. Fictitious theft is convenient for fraudsters, since it is very difficult to prove the opposite, and the car is usually quickly disassembled for spare parts.

There is also a popular scheme by which fraudsters can arrange an accident with or without damage. Such traffic alerts are often accompanied by fake circumstances, from the actions of the driver to perjury, the Interior Ministry said.

Prior to that, on November 30, the Ministry of Internal Affairs of the Russian Federation warned that fraudsters were using fake websites that mimic the resources of real insurance companies to sell fictitious CTP policies. The attackers copy the design of a real website, register a similar domain and charge a low price or offer big discounts.

On November 28, the Bank of Russia announced that from December 9, 2025, the CTP tariff corridor will be expanded by 15% in both directions for all types of transport. The exception is motorcycles — for them, the boundaries are shifted by 40%.
