A bill on punishing bullying and cyberbullying will be submitted to the State Duma.
LDPR deputies, led by party leader Leonid Slutsky, have prepared a bill that will be submitted to the State Duma on December 2, providing for administrative fines of up to 500,000 rubles for harassment and cyberbullying. This follows from the document available to TASS.
It is clarified that the new bill provides for the introduction of an article in the Code of Administrative Offenses (Code of Administrative Offenses of the Russian Federation), which will punish regular insults and humiliation of citizens, including cases on the Internet and the media. Bullying refers to repeated acts committed in an obscene or immoral manner. Fines are provided for this violation: for ordinary citizens — from 10 to 50 thousand rubles, for officials — from 100 to 200 thousand rubles, and for organizations — from 100 to 500 thousand rubles.
"The statistics speak for themselves — every fourth student has experienced insults and bullying at least once. And these are only those who were not afraid to tell their parents and teachers about it. Children are afraid to ask for help, because in 89% of cases attacks come from other students, classmates or older children. The figures for cyberbullying are also disappointing — 75% of children have become victims of online harassment, while this figure has increased by 15% over the year," Slutsky said.
According to him, the current situation causes a continuous psychological impact on children, manifested both in schools and in the online space.
"Abusers, like animals, huddling together in packs and feeling their complete impunity, mock their peers, criticize their appearance, hobbies, and point of view. Often the cause of malicious ridicule is the content that the parents of the victims publish online," the deputy added.
The developers of the draft law believe that the proposed amendments will provide an effective legal mechanism for the immediate suppression of violence at the initial stages and will help foster rejection of any manifestations of disrespect for the individual.
Artem Metelev, Chairman of the State Duma Committee on Youth Policy, announced on November 20 that a bill aimed at preventing bullying among children and youth had been sent to the Russian government. It was clarified that in this way the deputies plan to create a culture of mutual respect among young people in the country, in which there is no humiliation of the honor and dignity of the individual.
